The old flapper was hard and allowing warm air into freezer creating frost. Took about 10 min to replace with new flapper which is softer rubber. New flapper made a complete seal problem solved.

changing this flap resolved my problem with my ice dispensing chute freezing up. I was able to find a youtube video that shows how to change it, it's a 10 minute job.
