Roll cannot be removed from dispenser until empty. Materials: Heavy-gauge chrome-plated steel with bright polished finish. Mounting bracket is 18-gauge (1.2mm). Equipped with a vandal resistant self-locking mechanism and two heavy-duty brake springs. Toilet tissue roll will not spin freely. Eliminates waste. Toilet tissue roll cannot be removed from holder until empty. Measures 12-1/4" width by 2-3/4" height.

Item arrived and performed as expected. Item is over priced but these are getting herd to come by. If I need this again I will convert to a cheaper product.

It is used in a public privy and the fact that the paper roll cannot be removed until it reaches the core is the reason we use this device. It does what it is supposed to do : dispense toilet paper.

The product arrived quickly and in good shape. I installed them only to realize they do NOT control the amount of toilet paper being dispensed at all and they are not vandal resistant in any way, unless the vandal is a toddler. They hold the paper though, thus the 2 stars.
