The item is great and as described. The description is perfect, except that you don't know if the inner diameter includes or excludes the 'tabs' which protrude for attachment. With today's larger hubs, that can be critical to fitting or not. The 3" is actually the ring ID, so you have to have room for the tabs. In my case, I accounted for that as it fit my 72mm hub acceptably (72mm is a tad under 2 7/8"). It may have fit a 70mm or 2 3/4" hub better IMO.
