if you hang device so it floats horizontally, it will not turn on electric

I intended to use this switch to help fill a tank when it was empty. As purchased, It turns on the pump, when the float is up. I needed the opposite, to turn in the pump when the tank is empty.

I tied this to a piece of conduit in a tank and filled it up to the point it was floating pointing as high as it would (completely submerged). It would not turn on.Bumping it finally released the ball to turn on.I let it pump down until it was all the way down. It would not turn off.Bumping it finally released the ball to turn it off.This thing is a dangerous piece of garbage if you’re actually expecting it to start or stop something without someone there nudging it to say “Hey! Little floaty switch! You’re supposed to be working now!”

I have not had an opportunity to use this yet but I did plug it in and then plugged a light into it and when I lifted the float up the light came on and when I lowered it down it went out. Worked as it was supposed to.
