Used them a couple times since purchase , now they don’t retract and one of them won’t tighten because the metal is wore down.

I put less than 5 pounds of pressure tightening the bolts and they stripped immediately. These bolts should be grade 8. I guess you get what pay for. I've bought a more expensive brand before with no issues.

Mounting bolts were to short to mount the tie-downs.

I had a set of these on my old boat which was a 17' bass boat. I upgraded to a newer boat about the same size and I was very happy with these tie downs so I ordered another pair for the new boat. I was surprised when the new ones came because they were bigger. Unfortunately they didn't fit on the factory holes because they hit the side of the tail light, not allowing the ratcheting mechanism to move.Moral of the story is make sure you know which size you're ordering. The 89973 model is really big and probably only a good fit for larger, heavier boats. Other than that they've worked well for me with no issues after about 2 years of use on my old boat.
