It fits on the attachment but will not turn the wheel to make it spin so it will not pick up the hair on the original shark attachment

I needed a 3M-177-4 belt replacement. This belt worked well enough a few times but never worked like the original belt. It now barely turns the roller because it is too loose.

I bought this for my Shark's hand brush because it wouldn't rotate anymore due to the belt being too loose. These brand new belts were also too loose. I couldn't find Shark's brand on their site, so now I have an attachment that I cannot use...
