I have done a bunch of these felt ornaments by Bucilla - this set is the most difficult and the instructions are not as clear as the other sets I have completed. I am extremely happy normally with Bucilla products, but not this one.

I’ve done many of these felt kits and I have to admit this was one of the most frustrating to assemble. First off the parts of the dresses, coats and sleeves were just too small. I had to squeeze the shoulders and arms to get them to fit within the felt pieces. Secondly there wasn’t enough tan and red thread to finish these bears and the blue thread they gave just didn’t seem to match the blue felt in my opinion. Luckily I keep the leftover thread from previous projects which saves me time and money from having to purchase more. Didn’t use the sequins that came with this kit as I always purchase sequins from other vendors as Bucilla’s quality control is severely lacking when it comes to their sequins and beads, not to mention some of their felt quality. That said, if you still want to attempt this kit my suggestions are as follows. It was easier for me to sew on the ears, leaves and sequins to the baking bears hat before sewing onto its head. I also suggest embroidering the eyes before you sew the head parts together. Or you can be like me and just use a round black bead instead. However frustrating this was for me I have to admit they are so darn cute! Good luck!
