Well, not in the sense you were told by adults. The clamp has a small lip at one end to fit on top of the seat post. I'm usually better than that, but in low light with a black seat clamp, it was hard to see. Once on, and entirely re-assembled, the locking clamp works great. Make sure you measure the post with a guage or micrometer so you buy the correct size.
