You have four bolts on the firewall that the steering column bolts to the gasket that I go will not go over the bolts I turn in ever direction

Used to replace old steering column seal in a 1985 CJ7, it came in exactly as pictured, no modification was needed, made a nice and tight seal once again on the firewall.
