It should come with two washers. The black and white one.

It is so much easier to change the stem and washer, than to have to replace the entire shutoff valve. Clean, simple job, no soldering, no cutting of pipes, definitely the simplest first step to take. These white plastic stems did not come with the other black packing washer and white washer, but those can be bought separately at Amazon. I keep a few of these on hand.
