Because the arrows are carelessly packed so tight all the suction cups are deformed. Many of the shafts are also bent!!DO NOT BUY!!!!!!

I wish I had taken a picture of how it was wrapped. It was wrapped in a very large plastic bag that was put so tight around it, and with ten section cups facing one way in ten section cups facing the other, and they were smashed so incredibly tightly. They're all trash to try to use from the bow and just bounce off everything, but I can't even get them to stick to glass when I forcefully try to put them there. I'm too lazy to return them, but do not buy these.
